Job Description

SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. GS-13 - Must have one year of specialized contracting experience at the GS-12 level that required a working knowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award/post-award and/or contract price/cost analysis. Must have experience performing acquisition planning; contract price and cost analysis/cost accounting techniques, comprehensive negotiation techniques and a working knowledge of statutes and regulations as they apply to procurement functions. Must have Level 1, DAWIA Professional Certification (or equivalent, see Certifications Issued by Federal (non-DoD) Organizations below). Certifications Issued by Federal (non-DoD) Organizations - On 16 October 2023, The Principal Director, Defense Pricing and Contracting and the Office of Federal Procurement Policy signed a Memorandum of Understanding to recognize parity and reciprocity between the Defense Acquisition Workforce Improvement Act (DAWIA) and the Federal Acquisition Institute's Federal Acquisition Certification in Contracting (FAC-C) (Professional). Personnel with FAC-C should provide a copy of their certification when applying for positions. *GS-1102-13 Positions - To meet HCA CORB (Contracting Officer Review Board) requirements, eligible candidates for GS-1102-13 positions require CORB validation prior to appointment. The HRO will forward the tentative offer/selection package, to include a copy of the vacancy announcement and the selectee's resume/certification/documents, to the HCA Functional Manager. Once the CORB is complete the HRO will be notified by the HCA POC of the results of the CORB. If the candidate passes the CORB and has a tentative offer, the HRO will determine the enter on duty date. EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. The duties listed must fully substantiate -in your own words- that you meet the minimum requirements and specialized experience listed above, in detail; otherwise, you will not be considered qualified for this position. Length of time is not of itself qualifying. Your experience will be evaluated on the basis of duties performed.
