The primary purpose of this position is to serve as a Management Analyst, in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluate skills and techniques. This is a developmental position. All training must be completed and regulatory requirements met prior to promotion.

Job Description

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This position may be filled at the GS-09 or GS-11. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. In order to qualify, you must meet the education and/or experience requirements described below. "This position is a developmental (GS-09 Target GS-11) position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). SPECIALIZED EXPERIENCE to QUALIFY FOR GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying analytical and evaluative methods and techniques to issues or studies concerning efficiency and effectiveness of workload. Analyzing problems to identify significant factors, gather pertinent data, and develop solutions. Performing occupational studies, prepare reports, correspondence to communicate finds and meet changing deadlines. OR: Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, IN A RELATED FIELD from an accredited school OR an LL.B. or J.D., if related. NOTE: You must provide your official transcripts. Applying analytical investigative techniques to accomplish work and recommend a solution from a number of possible alternatives.OR: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, IN A RELATED FIELD from an accredited school OR an LL.M., if related. NOTE: You must provide your official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-09 KSAs Knowledge of the principles, concepts, and theories of Management Analysis, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well precedented assignments. Knowledge of analysis, evaluation, fact- finding, and investigate techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. Ability to learn and apply analytical investigate techniques to accomplish work in the subject- matter field. GS-11 KSAs Knowledge of technical manpower management methods and organization practices and techniques; manpower data systems to provide ready access to the personnel accounting symbol and manpower data file; and manpower staffing standards for evaluating program operations. Ability to gain cooperation from and interface with a wide range of personnel with tact, courtesy, diplomacy and professionalism; maintains good working relationships. Knowledge of various office automation and software programs to support office operations and produce a wide range of documents requiring use of advanced software functions to enhance productivity or meets needs of complex formats such as graphics or tables within text; to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets. Skill in applying data gathering methods to collect factual information,. Ability to analyze, verify, correlate data and draw conclusions; locate, assemble, and compose information for nonroutine reports, inquiries, and technical correspondence. Knowledge of both standardized and specialized processes and procedures used in conducting man power requirements and programming work in order to support or assist teams/ analysts working taskings and special projects. Knowledge of manpower functions, policies and a working knowledge of the operations of air force reserve command operations. Ability to communicate effectively both orally and in writing; negotiates complex issues; be able to accurately prepare and edit written correspondence and reports. Ability to analyze, plan and adjust work operations in order to meet mission objectives and requirements with available resources.
