Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in Using knowledge of and skill in applying a wide range of staffing and recruitment laws, Executive Orders, regulations, policies, concepts, and practices sufficient to troubleshoot and resolve the most difficult and complex problems associated with providing comprehensive recruitment and placement advisory services for the agency. Planning, organizing and directing the functions and staff of a small to medium sized organization. Using sound theoretical knowledge and practical understanding of human resources management functions, theories, and techniques of basic relationships of the various disciplines. Developing effective policies, goals, and identifying new developments or issues to successfully direct civilian personnel programs and/or policy actions. Performing fact-finding, analysis, and resolutions of complex problems and developing concrete action plans to solve problems. Communicating effectively orally and in writing. Providing knowledge of safety and security regulations, practices, and procedures to staff. Ideal Candidate: As the HR Deputy Branch Chief for Recruitment and Placement, you will serve as the operational backbone, technical authority, and strategic partner driving talent acquisition across our division. We are seeking an agile, forward-thinking leader who can modernize hiring workflows, develop high-performing staff, and build strong partnerships with hiring managers. To succeed in this role, the ideal candidate must demonstrate proven excellence showcasing a deep technical mastery of Title 5 and Merit Hiring, People-First Supervisory leadership and Mentorship, Strategic Advisory and Customer-Centric Consultation, and Data-Driven Operational Velocity. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of the laws, rules, regulations, executive orders, policies, and concepts governing various federal civilian personnel disciplines and, in particular, those pertaining to staffing and placement. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
