The primary purpose of this position, Fire Protection Specialist GS-0081-13, is to serve as the Fire Emergency Services (FES) Readiness and Publications Program Manager, FES Division in the Readiness Directorate with responsibility for directing the activities of the USAF FES Readiness, FES Publications Management and Strategic Planning/Sourcing Program Management.

Job Description

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series. SPECIALIZED EXPERIENCE: The applicant must have one year of specialized experience at a level close to the work of this position that has given me the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, one year of the specialized experience must have been equivalent to the next lower grade level (GS-11), pay band or equivalent. Specialized experience is described as (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of federal statutes, public laws, National Fire Protection Association codes, DoD and Air Force directives and policies governing FES Operations, Readiness, and Prime BEEF requirements. 2. Knowledge of personnel and manpower concepts and programs to include FES manpower and equipment force packaging (MEFPAK) management responsibilities. 3. Knowledge of methods, procedures, and skills evaluating and performing UTC management. 4. Knowledge of established logistics management techniques, civil engineering automated systems and the application of Air Force and Joint UTC management and reporting systems to include but not limited to Status of Resources and Training System (SORTS) and DCAPES. 5. Ability to effectively manage programs, projects and resources and communicate effectively both orally and in writing; deal with people and groups; negotiate complex issues; and maintain good working relationships. Must be certified by the DoD Fire and Emergency Services Certification Program, IFSAC and/or a ProBoard accredited entity as Fire Officer IV (includes Fire Officer I, II, III), Fire Instructor II (includes Fire Instructor I), Fire Inspector II (includes Fire Inspector I), HazMat Incident Commander (includes HazMat Awareness, HazMat Operations), and Airport Firefighter (includes Firefighter I, II). Please provide copies of certification with your application. This position has been designated as Key. In the event of a crisis, selectee must perform the Key duties until relieved. This position cannot be vacated during a national emergency or mobilization. Requires the incumbent be removed from military recall status. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: *PHYSICAL DEMANDS: The work is primarily sedentary. Some physical effort may be required such as walking, standing, bending, occasional carrying of moderately heavy (15-44 lbs.) items, driving a vehicle, etc. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL. *WORK ENVIRONMENT: The work environment involves moderate risks or discomforts which require safety precautions typical of such places as vehicle and equipment manufacturing plants, storage facilities, industrial complexes, etc. These risks are associated with visits to investigate a field incident where fire hazards/hazardous materials may be encountered. The incumbent is required to wear protective/safety gear as dictated by vehicle and equipment manufacturing plants, accident/incident operation/locations to include emergency fire grounds, on board DoD aircraft, live fire FES training grounds, laboratories, test facilities and flight lines. *Special Retirement Provisions Authority: - FERS: Position covered as secondary under the FERS special retirement provisions for Federal firefighters [5 U.S.C. 8401(14), 5 U.S.C. 8412(d), and 5 CFR 842.802].
