Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: GS-11 Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes working with medical management, resources, planning and programming, analysis and scheduling concepts, policies, principles, and practices; analyzing and making staffing assignments and recommendations and to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends; and Manpower standards, authorizations, and requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-09 Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes performing the following: to serve as the Headquarters, AFRC Manpower, Personnel and Services Directorate Resource Advisor for the Operating & Maintenance (O&M) and Reserve Personnel Appropriation (RPA) funds. To provide critical financial expertise and leadership as Resource Advisor and Readiness Financial Analyst, for the HQ AFRC A1 Directorate. Represents HQ AFRC/A1 on the Forces Support Panel, validating new/existing programmatic requirements and working directly with the Panel Chair to insert HQ AFRC/A1 needs into the DOW''s Planning, Programming, Budgeting and Execution (PPBE) system from prior years through the Future Years Defense Program (FYDP). In addition, serves as program coordinator for the HQ AFRC/A1 Government Travel Card (GTC) program, AFRC/A1 Government Purchase Card (GPC) program and Unit Security manager. OR EDUCATION: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related GS-09: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-11 Knowledge of Air Force and AFRC operations policies and procedures and financial management methods and procedures applicable to management of resources. Knowledge of organizational structures, mission and functions to perform work for management of resources. Knowledge of annual and multiple-year appropriations; their characteristics, uses, applications and data structures and of the DoW Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoW budget and financial management regulations and combatant commander guidance and policies. Skill in operating management information system equipment and computer systems for collecting and dispersing fiscal and analytical data. Knowledge of analytical and evaluative methods and procedures. Skill in use of desktop computer with ability to use data access and analysis tools, and integrating extracted data into spreadsheets and briefing formats. Knowledge of funds management policies and procedures and automated systems utilized for management and analysis of information pertaining to operational functions. Ability to advise the A1 Commander and other key personnel of financial status and changes relating to program capabilities. GS-09 Knowledge of basic principles of the classified titled or related field. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques of the classified title. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
