Job Description

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include serving as a senior subject matter specialist and managing a diverse safety and occupational health program involving diverse aviation, industrial safety, occupational activities, and provide advisory safety services. Reviewing purchase request, statements of work, performance work statements, accident prevention plans, and site safety and health plans. Performing and assisting in accident investigations, preparing formal reports, and maintaining records. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of established Department of Labor and Air Force Safety and Occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to ground safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and Commanders' formal reporting procedures; and risk assessment methods and techniques for evaluation of occupational safety and health risks. 2. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions. 3. Knowledge of basic construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards; standard training techniques methods, and materials sufficient to develop and present formal training and instructional sessions. 4. Extensive knowledge of Department of Labor and Air Force occupational safety and health standards, procedures, methods, techniques, and regulations sufficient to assist subordinates in identifying and evaluating complex safety and occupational hazards in a wide variety of high safety risk activities involving industrial and manufacturing operations. 5. Skill ability in interpreting engineering drawings, blueprints, and specifications to determine compliance with safety and health standards and to identify potentially hazardous conditions. 6. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit and to be persuasive in representing the best interests of the government when dealing with personnel with highly divergent points of view. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
