The primary purpose of this position, INTERDISCIPLINARY GENERAL ENGINEER/ARCHITECT, NH-0801/0808-03, is to serve as a multidisciplinary Cost Engineer/Cost Consultant (hereafter referred to as Cost Engineer) in the development of DoD strategic and installation infrastructure cost estimates and review of programming, design, and construction cost estimates.
Job Description
In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Position to include the Individual Occupational Requirements for All Professional Engineering Positions,0800 and Architecture Series 0808. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: GS-0801 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: GS-0808 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. NOTE: YOU MUST SUBMIT A COPY OF YOUR UNOFFICIAL TRANSCRIPTS. OR A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade GS-11, NH-02, or equivalent in other pay systems. Specialized experience is described as the ability to analyze project programming, design, and construction cost estimates; assist in determining the construction cost of the project and provide certification that the cost is realistic and defend-able. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive experience in the development of cost estimate work and knowledge of cost engineering regulations, guidance, practices, tools, and procedures covering the design, construction, maintenance, and operations of infrastructure and facilities with familiarity with various engineering disciplines (structural, civil, mechanical, and electrical and architecture). 2. Knowledge of Tri-Service, other federal agency, and commercial cost engineering tools to ensure the best tool is used to meet the requirement. 3. Knowledge of standard contracting regulations, practices, and procedures. 4. Knowledge of automated data processing concepts, systems capabilities, and economic analysis usage to effectively accomplish assigned functions and skill in use of Microsoft Excel to analyze and solve cost engineering issues. 5. Knowledge of program planning and budgeting cycles, financial control and budget systems, and program management. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
