Job Description

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade DR-01 / GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying concepts, principles, procedures, regulations, laws, and/or instructions applicable to pre and post award of contracts, leading source selection activities that included the technical evaluation of contractor proposals, and/or implementing acquisition strategies. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Program manager- Candidate has a deep and practical understanding of the entire acquisition lifecycle, from the initial spark of a requirement to the final delivery and sustainment. They can speak with authority on everything from Simplified Acquisition Procedures and IDIQs to the nuances of R&D funding. They don't just know the regulations; they understand the strategy behind them Leadership- While the position is non-supervisory, our ideal candidate is a recognized leader. They have a proven ability to lead Integrated Product Teams (IPTs), uniting scientists, analysts, and contracting officers toward a common goal. They build bridges, foster open communication, and are respected for their ability to listen and integrate diverse perspectives. Their colleagues see them as a reliable and indispensable partner Problem Solving- When faced with a roadblock-be it a funding shortfall, a technical challenge, or a schedule slip-this individual doesn't just report the problem; they come to the table with solutions. They have the business acumen to evaluate contractor proposals with a critical eye and the confidence to hold them accountable Strategic Thinking- Candidate understands the gravity of JWAC's mission. They are cleared for the nation's most sensitive information and carry that responsibility with the utmost integrity. They are resilient, adaptable, and comfortable with the unique pressures of working in a classified environment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
