Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade DO-01/ GS-11 or equivalent in other pay systems. Examples of specialized experience includes experience within marketing, public affairs, and program management within a structured organizational environment. Skilled in developing and executing comprehensive marketing and publicity strategies that align with organizational goals and customer demographics. Ideal Candidate In this position, you must have a talent for storytelling with data. We need someone who can go beyond just presenting findings. We're looking for an individual who can weave raw numbers and survey results into a compelling narrative that clearly shows the 'why' behind the data and persuades leadership to act - proactive and relentless curiosity. The ideal candidate doesn't wait for research assignments. They are naturally inquisitive, constantly digging into our business challenges, and proactively seeking out opportunities where data and insight can provide a competitive edge. An aptitude for translating insights across departments. It's one thing to give a report to a manager; it's another to sit down with our logistics or design teams and help them understand how your findings directly impact their world. We value someone who can build bridges and ensure their research is not just heard but is truly integrated into our operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of merchandising and marketing policies, procedures, methods, and publicity techniques to evaluate strengths or weaknesses, and to develop new or alter existing programs to meet desired goals and promote patronage. Knowledge of marketing research methods and techniques to perform research analysis, develop surveys, evaluate, and establish promotional strategies to identify customer needs. Ability to recognize and define problem areas, apply marketing research techniques, and analyze information for presentation to management. Ability to communicate effectively, both orally and in writing, using a high degree of tact and diplomacy, to prepare and present surveys, reports, proposals, and press releases. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
