The primary purpose of this position is to provide expert technical engineering advice, guidance and direction for flight test and weapons tests to the Wing Commander and staff. Accomplishes flight and associated ground test programs on manned and unmanned aerospace vehicles, subsystems and components and aerodynamic decelerators.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. Must have at least 1 year of specialized experience at the next lower grade level or band or equivalent pay scale serving as a consultant and expert in engineering work involved in the application of advanced theories, concepts, and principles related to all flight test, ground test, and technical support programs. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc. Ideal Candidate: -Expert knowledge of engineering and ability to apply engineering principles to synthesize solutions to unique problems. -Expert knowledge in test and evaluation practices and procedures, including the use of test facilities across the Air Force and DoD. -Expert knowledge of the DoD systems acquisition process, the DoD budgeting process, the DoD logistics process, and the DoD procurement process. -Available to start position as early as 1 June 2026 but not later than 1 August 2026. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill (professional expertise) in one of the areas of program and project management, engineering, business management, maintenance and logistics as applied to test and evaluation (T &E) mission areas. 2. Knowledge and skill in T&E practices and procedures and the use of test facilities across DoD and Air Force, including a knowledge in process and re-engineered procedures and methodologies. 3. Knowledge of regulations, policies, and operating instructions and procedures as they pertain to the preparation of technical documents and policies at international, DoD, Air Force, AFMC, and AFTC levels. 4. Skill and expertise in demonstrated leadership over technical/professional engineering matters, including skills to identify development goals and objectives, develop comprehensive project plans and when necessary, direct ad hoc teams. 5. Ability to recognize and clearly define program deficiencies that may be eliminated through improvements or advances in maintenance systems, automatic test equipment, and logistics supply systems. 6. Ability and skill to advocate and justify verbally, and in writing, proposals and decisions to the highest executive levels necessary, including, ability to persuasively interact with other senior management and scientific personnel to negotiate major issues of importance, to establish and maintain effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
