Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Engineering Series 0801, Operations Research Series 1515, Data Science Series 1560. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-04, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in translating DoD policy into actionable plans, managing teams (hiring, training, evaluating), optimizing resources, and providing high-level technical guidance, all while ensuring unit performance aligns with strategic vision through metrics, budgeting, and stakeholder engagement, bridging top-down direction with technical execution and representing the organization externally. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal Candidate: In this position, you will supervise the Advanced Capabilities Flight at the 40th Flight Test Squadron. The flight is responsible for planning, executing, analyzing, and reporting on flight test of Artificial Intelligence and Machine Learning (AI/ML) enabled aircraft and systems. The Advanced Capes Flight Chief will work side-by-side with military leadership to train and equip flight test engineers, data analysts, operators, and support personnel to test and evaluate weapon systems in support of US capabilities. -Two or more years of experience supervising government civilians with knowledge of appraisal system, talent management and retention, award package writing, employee records management, and ability to perform timekeeping and manage training desired - Five or more years of experience in fight test to include test planning, safety approval, flight test execution, and technical reporting with particular emphasis on test project management desired. - Formal flight test training such as test pilot school or test and evaluation certificate desired. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of advanced multidisciplinary professional engineering/data science/computer science/research analysis concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds. Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting systems being developed, and in planning, organizing, and directing the functions and staff in critical aspects of development, production, and/or support of systems, subsystems, or equipment. Knowledge of safety, security, personnel management, and Equal Employment Opportunity (EEO} regulations, practices, and procedures. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing. Ability to plan, organize, and direct the functions of an organization, and mentor, motivate, and appraise the staff through subordinate supervisors as well as analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
