Job Description
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Accounting Series 0510 under the Group Coverage Qualification Standard for Professional and Scientific Positions for this series in conjunction with the Individual Occupational Requirements described. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is professional, comprehensive knowledge in applying accounting principles, concepts, theories, and laws as they pertain to Federal accounting requirements practices and laws, OSD and Air Force financial improvement initiatives, the US standard government general ledger, the CFO Act, Federal Financial Accounting Standards, the DoD Financial Management Regulation, OMB Circulars, and other higher Government mandates. Knowledge of the Antideficiency Act, Federal Manager's Financial Integrity Act, and Inspector General Act and related reporting requirements and the ability to interpret and apply the laws to actual financial programs, problems, and solutions. Knowledge of financial management accounting and mixed systems, automated data processing concepts, and system capabilities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and management experience in Services or Force Support Squadron command structure, mission, and programs. Knowledge of Air Force Services operations and procedures, terminologies and policies and Federal statutes, DoD instructions and guidance. Knowledge of safety and security regulations, practices, and procedures. Expert knowledge of Air Force NAF accounting practices, methods, and techniques and generally accepted accounting principles (GAAP) and standards, accounting systems to include supporting systems and interfaces, and other financial aspects of multiple Air Force programs. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one of more organizational segments to meet program requirements of objectives within available resources. Ability to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness using comprehensive knowledge of laws, policies, regulations, and precedents applicable to the administration of one or more important public programs. Ability to communicate both orally and in writing, conduct training and deliver professional briefings and presentations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
