Job Description
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is in planning, coordinating, and overseeing complex operational and administrative functions; developing and implementing policies and procedures; analyzing financial and operational data to support leadership decisions; managing workload distribution and priorities; advising management on process improvements, resource requirements, and risk mitigation; and ensuring compliance with applicable laws, regulations, and organizational guidance. Desired additional experience includes supervising or leading staff, evaluating work performance, resolving employee issues, supporting recruitment and development activities, and collaborating with internal and external stakeholders to meet organizational needs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of generally accepted accounting principles (GAAP), appropriated funds (APF) and non-appropriated funds (NAFs) accounting policies, procedures, and systems. Knowledge of safety and security regulations, practices, and procedures Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls, guidelines, regulations and requirements to include briefing formats and requirements. A detailed knowledge of accounting, budgeting, and financial management theories, practices, methods, and techniques. Knowledge of organizational practices, policies, functions, and programs to accomplish a variety of assignments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
