The primary purpose of this position is to serve as a Headquarters Air Force Materiel Command (AFMC) level Program Analyst, applying Air Force experience, to plan, organize, and determine necessary policies, directives, instructions, programs, and procedures for the establishment and maintenance of assigned major command program(s).

Job Description

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in analyzing Major Command programs and discerning fiscal programming changes across diverse mission areas using qualitative and quantitative methods. Experience also includes applying the Planning, Programming, and Budgeting System (PPBS) and standard budgetary practices to formulate, justify, and execute budgets from the base to OSD levels. Experience in documenting programming decisions, analyzing funding trends, and utilizing financial data systems like the Command Management System (CMS) and Program & Budget Enterprise System (PBES) to process information. Experience also includes guiding program development, communicating effectively, and negotiating complex, resource-intensive proposals with management. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date o f this announcement. COMBINING EDUCATION AND EXPERIENCE: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements NOTE: You must submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to discern changes in fiscal programming across AFMC Mission Areas, functional, and numerous AFMC field installations and apply a wide range of qualitative and quantitative methods for the assessment of command level plans and programs involving research & development, test & evaluation, acquisition, supply management, depot maintenance, information management, and base operating support. In-depth knowledge of the Planning, Programming and Budgeting System (PPBS). This knowledge should be current and run the gamut from the Base-level process through the Air Staff and OSD process. Ability to discern changes in fiscal programming across AFMC Mission Areas, functional, and numerous AFMC field installations, and knowledge of the relationship of the various Air Force entities involved in overall planning, programming, and budgeting to include knowledge of Program Elements and Element of Expense investment codes. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization(s). Skill with personal computer software packages to include proficiency with spreadsheets, database, presentation, graphics, and word processing. Ability to apply knowledge of computer applications to effectively run the Command Management System (CMS) and the Program & Budget Enterprise System (PBES). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
