Job Summary
The primary purpose of this position is to develop, deliver, and sustain an affordable and effective 5th generation strike fighter to protect future generations worldwide. The Directorate of Enterprise Services Acquisition (DESA) serves the JPO through gathering of requirements, execution of technical evaluations, resolution of administrative issues delegated by the Procuring Contacting Officer (PCO), and oversight of contractor performance.
Job Description
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in analyzing options for the satisfaction of the operational requirements across a wide variety of subjects including, but not limited to, contracts requirements, space and equipment requirements, funding requirements (not directly related to personnel or the weapons system itself), security considerations, and policy determinations which facilitate the efficient and effective operation of the organization. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, practices, regulations, and laws concerning the services acquisition management process and initiatives. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process. 4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of services acquisition including requirements development, contracting, financial management, contractor surveillance, and performance standards. 5. Ability to supervise, mentor, motivate, appraise, and work with supervisory and non-supervisory employees. 6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
