Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Here. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education. OR Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience to serve as a Foreign Disclosure Officer providing foreign disclosure support to all assigned and tenant organizations performing all staff functions in the areas of foreign disclosure and international programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal Candidate (statement is placed within the announcement): 1. Knowledge of AFI 16-201 and International Traffic in Arms (ITAR) principles and how they are applied to issues relating to Foreign Military Sales (FMS), International Cooperative Programs, (ICP), and Direct Commercial Sales (DCS) exports of defense equipment, technology, information and services. 2. Knowledge of a wide range of international affairs concepts, physical security requirements, and U.S. foreign policy principles and practices, to include foreign military sales, technology transfer, and international cooperative programs. 3. Knowledge of general Air Force and specific foreign disclosure operations, politico-military affairs, as well as information and industrial security processes for classified material handling and general management practices. 4. Ability to understand complex technical material, analyze national security implications, and determine foreign disclosure actions required to export/transfer to foreign governments, international organizations or their representatives. 5. Ability to analyze problems, identify significant factors, gather and interpret pertinent data, and apply established rules and procedures in order to recommend effective solutions. 6. Ability to effectively write and orally communicate foreign disclosure and export information to various audiences, to include U.S. and foreign governmental staff, senior leadership and executives, and corporate officers. 7. A Bachelor's Degree in Foreign Affairs, International Relations, Education, Political Science, International Politics, or Strategic Studies is highly desired. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
