Job Description
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying. or Experience General Experience (for GS-5 positions): For positions in this series other than Marine Transportation, experience that provided a general knowledge and understanding of traffic or transportation programs or operations. For Marine Transportation positions, experience must have been related to determining the terms and conditions for shipping cargo, coordinating storage, scheduling and shipment of goods and ship logistic requirements, such as berths, bunkers, crane service, and computing costs for cargo shipment. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal; experience applying knowledge of a wide range of airlift and air refueling operational concepts, objectives, capabilities, limitations, and applicable directives to make independent decisions and recommendations on worldwide airlift and air refueling missions; applying knowledge of aircraft capabilities and limitations including range, air refueling requirements, configuration, loading and takeoff weight restrictions; knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major flight operations, such as, rescue missions, tactical airlift, deployment, mobilization, exercise, special operations, or similar operations FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to direct combat, contingency, humanitarian, POTUS/TOP 5, aeromedical evacuation, global mobility aircraft recovery support, and ITV for cargo and passengers support and execution airlift principles, procedures and concepts. Understands/employs Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of safety and security regulations, practices, and procedures. Knowledge/in-depth technical knowledge of deployment processes, Joint Operational Planning and Execution System (JOPES), Deliberate Crisis Action and Planning Segments (DCAPES), Global Command and Control System (GCCS), Global Decision Support System (GDSS), and Single Mobility System (SMS). Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations. Skilled in planning, organizing, and directing the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
