Job Description

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; Mastery knowledge of air operations and transportation concepts, principles, and methodology applicable to DoD transportation systems; Expert knowledge of organizational missions, objectives, and procedures of the services and the relationships with their support requirements of other areas such as logistics, aeromedical evacuation, Global Strike etc., and the regulatory framework in which they operate; Thorough knowledge of PACAF command and control operations to include enroute locations; Extensive knowledge of logistics system capabilities and limitations including how airlift and air refueling operations, platforms, and capabilities impact these systems as provided by DoD transportation and affiliated civilian agencies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, practices, regulations, and laws concerning global air mobility operations and transportation programs. Expert technical knowledge of air and transportation operations policies, practices, regulations and laws concerning air mobility and military aircraft operations, concepts, principles and procedures; and methodology applicable to DOD air mobility operations and transportation systems along with knowledge of a wide range of qualitative and/or quantitative methods for assessment and improvement of Air Operations Center key processes and systems. Well-versed in all aspects of mobility operations to include mission planning, tasking, scheduling, coordination, dispatching, execution, and aircraft recovery. Expert knowledge of the missions, roles, functions, organizational structures and operation of the DoD, US Pacific Command (USPACOM), AMC, PACAF, Air Force and organizations that govern, interface with and/or influence the complex process of global air mobility mission planning, allocation, and execution which encompasses air transportation of cargo, passengers, air refueling, contingency, and aeromedical evacuation. Knowledge of information, industrial, and personnel security concepts, principles, and practices to plan and implement required security programs in these areas. Ability to plan, organize, and direct the organization's functions, supervise, mentor, motivate, appraise and work with subordinate supervisors and nonsupervisory employees. Ability to communicate both orally and in writing, clearly and concisely and with technical and operational accuracy; negotiate complex issues; maintain good working relationships. Knowledge of safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
