Job Description

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Foreign Affairs Series, 0130. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown above, plus appropriate experience or additional education. NOTE: You must submit a copy of your transcripts. OR EXPERIENCE: Four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Evaluation of Experience: Qualifying experience may have been through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the concepts, principles, and practices of NDP-1 and its implementation through the Air Force Foreign Disclosure Program, as well as thorough knowledge of the program's guiding principles codified in the ITAR; DoD and DoS policies; and Air Force, AETC and specific policies, directives and instructions governing the release of CMI and CUI; the establishment and management of various international programs supporting FMS, commercial weapon systems sales, and development and acquisition programs; and establishment and implementation of multinational agreements with foreign governments; Extensive knowledge of USAF security assistance and foreign military training programs, US defense alliances, personnel exchange programs, US government and commercial international cooperative research and development agreement (CRADA) programs, US country and regional defense policies, and combined exercise programs; Expert knowledge to effectively and efficiently implement the Air Force Foreign Disclosure Program for foreign military training and education programs managed by or under the cognizance of AETC. Given constantly changing U.S. domestic and international defense relationships and budget constraints, anticipates new program requirements and evaluates current policies and practices to determine their applicability and value in relation to program objectives. Extensive knowledge of advancements in military critical technologies as they apply to sustaining a qualitative edge for US and allied/friendly combat forces; Mastery knowledge of analytic skills to evaluate complex foreign policy and defense issues in accordance with US national security and foreign policy goals to synchronize components of the Command's international training and education programs and mission sets and coordinate supporting policies, plans, and positions for controlling international transfers of classified US weapons systems, capabilities, and technologies; Comprehensive knowledge of foreign countries political, social, economic and cultural make-up in order to be and effective liaison and enable interaction with foreign government officials, representatives and senior military official in work and social events; Expert knowledge to analyze and evaluate proposals/requests based on required knowledge and make sound decisions/recommendations to release or not release CMI and CUI related to Air Force, AETC, and other international programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of National Disclosure Policy (NDP-1) principles USG International/Foreign Affairs objectives, Arms Export Control Act (AECA), and Foreign Military Sales (FMS) processes, and/or understanding of international relations policy objectives within Security Assistance/Cooperation Programs and how they are applied to issues relating to Foreign Military Sales and commercial exports of defense equipment, documents, instructions, and diagrams, technology, information, and assistance and other DoD and Air Force policies, directives, instructions, and disclosure principles and how they are applied to issues relating to FMS and commercial exports of defense equipment, technology, information, and assistance. Expert level knowledge in planning, administering, and monitoring conference, visits, travel teams, and other multiple tasks associated a high-ranking international audience. Ability to lead, review complex technical material and approve the disclosure and/or export to foreign entities. Expert level knowledge of general Air Force and specific foreign disclosure operations, politico-military affairs, Air Force operations, technologies used in military command and control systems, technologies used in military weapons systems, information and industrial security processes for classified material handling, various international airmen assignment procedures and guidance, and general management practices. Ability to communicate clearly and effectively, both orally and in writing, utilize tact and diplomacy to interpret and clarify information and guidance to Air Force and sister service financial and training program managers, training mission support technicians, USG officials, high-ranking foreign representatives of diverse cultures. Ability to perform work requiring a professional knowledge of the formulation and direction of foreign affairs of the Government or in the study and disposition of information bearing on international relations. Knowledge of personnel management, EEO, safety and security regulations, practices, and procedures and of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions.
