The primary purpose of this position is to serve as Deputy Director of the Personal Property Activity Headquarters Element. With the commander, the incumbent is responsible for formulating, establishing and directing operations, support, transformation and management of supervisory and nonsupervisory employees assigned to the Personal Property Activity Headquarters.
Job Description
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Traffic Management Series, 2130. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. Expert/master level knowledge of traffic management and transportation policies, concepts, principles and methodology applicable to air, land, and sea transportation under wartime and peacetime conditions within which DOD and other federal agencies and industry operate. Expert knowledge, mastery level experience, and decision making is required in Congressional entitlements, Comptroller General, General Accounting Office, Code of Federal Regulations, US Codes, DOD, Air Force, Army, Navy, Marine Corps, US Coast Guard, US Treasurer, Bureau of Customs, foreign government, state, and local regulatory requirements as they relate to personal property movement/storage, excess cost, unearned transportation, entitlements, and personal property information technology matters. Expert/mastery level knowledge of a wide range of concepts, principles, and practices relating to financial management, training management, deployment management, support agreements, manpower, and management of information systems. Extensive knowledge of the latest state-of-the-art principles and practices in logistics to a degree enabling incumbent to provide final technical advice and consultation to top operations officials and to recommend approval or disapproval of logistics programs and projects. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert/master level knowledge of traffic management and transportation policies, concepts, principles and methodology applicable to air, land, and sea transportation under wartime and peacetime conditions within which DOD and other federal agencies and industry operate. Managerial ability to independently integrate, structure, organize, staff, direct, control, coordinate, plan, develop, design, formulate, and implement the programs and operations of the personal property program Skill to apply theoretical and practical concept of types of organizational structures and understands their relationships to the relative utility for various missions. Skill to communicate effectively, tactfully, and diplomatically with others including four-star level and above andsenior corporate executives, both orally and in writing, to solve problems, answer work-related questions, define andestablish policies and procedures, and orchestrate mission accomplishment at unique and decentralized locations andpersonal property organizations around the world. Knowledge to understand the structure, functions, missions, objectives, and current problems of the personal property mission and its relationships both to other DOD service components and to the Federal Government as a whole. Skill/knowledge to achieve and assess results through others by comprehending and applying management goalsand objectives and by providing administrative, technical, and managerial direction, discipline, and motivation to thework force of approximately 310 employees. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
