Job Summary
The primary purpose of this position is to serve as a senior expert Air Force Recruiting Service Financial Analyst performing formulation and execution activities to conduct Air Force recruiting, training, education, and accessing personnel to meet required Total Force end strengths and training requirements. As the expert, develops and promulgates budget formulation policies and procedures, to all AFRS Command activities requiring funding.
Job Description
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of concepts, principles, practices, laws, and regulations of financing and the financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within the command entity and between the organization and programs of other federal, state, and local governments, private industry, and large public organizations sufficient to manage and analyze the command cost and economic analyses programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of financial management and budgetary administration methods, practices, procedures, regulations, policies, and processes. Mastery knowledge at various organizational levels of the commonly used agency budget administration, procedures, regulations, precedents, policies, and guidelines for providing procedural guidance on budget administration. Comprehensive knowledge of Office of Management and Budget (OMB), Congressional, and agency financial management and program objectives, budget precedents and controls, guidelines and regulations to include briefing formats and requirements. Knowledge of computerized budget system(s) and ability to methodically develop new methods and techniques of budgeting applicable to the forecasting of long-range funding needs; knowledge of financial improvement and audit remediation standards and principles. Expert skill in the selection and application of a variety of analytical methods, cost methodologies and estimating techniques to cost/budgetary work/processes; ability to gather, assemble, and analyze information and data, develop alternatives, and make recommendations to resolve policy issues or financial management system/accounting problems. Ability to communicate effectively both orally and in writing to justify, defend, present, and/or advise on budgetary processes/actions representing the AFRS commanders viewpoint in formal meetings and negotiations with officials, within and outside of Second Air Force to include ability to negotiate complex issues of a controversial nature, and advocate for advancement of resources for command programs supporting USAF, Sister Services, DoD activities, other U.S. government agencies, and allied nation partners education and training requirements PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
