The primary purpose of this position is: To serve as the Operations Security Specialist and screen and process access requests to the Pentagon for HQ DAF personnel and ensuring documentation is accurate and complete. To repair, overhaul, modify, test, and install locking devices and their working interrelationships.

Job Description

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. Knowledge of the functions and capabilities of commercially manufactured locking devices, as well as their working interrelationships with a variety of equipment such as monitors, alarms, timing mechanisms, sensors, and other related items which make up a complete security or surveillance system. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the concepts of information security to ensure that classified information in the possession of Government agencies and DoD contractors is afforded the proper protection; Ability to interpret new security policies and procedures, institute reflected changes to all effected security programs, determine and set priorities based on current DAF goals, and work independently with minimal supervision. 2. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. 3. Knowledge of the master key systems; and internal structure and operating characteristics of a wide range of makes, models, and types of common mechanical locking mechanisms and of their working interrelationship with related key components comprising the locking system of the security units in which they are installed in order to select methods used in neutralizing, troubleshooting, and repairing the locking mechanisms. 4. Knowledge of commonly applied security concepts, principles, and methodologies sufficient to identify and recommend corrective action for areas of resource protection vulnerability. 5. Skill in applying organizational and communication principles to develop working relationships; manage program segments with diverse military, civilian, and technical populations; and to prepare materials such as presentations, formal training, policies, investigative reports, and survey results. 6. Skill in using small hand tools; soldering irons and brazing torches; adjusting and using powered tools common to the trade; Ability to perform visual and operational checks and use dexterity and coordination between hands and eyes to remove broken keys from keyways and open standard locks. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
