Job Description

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced management and organizational principles and practices for a variety of AF missions, and the methods for integrating strategy, doctrine and policy elements to maximize Combating-Weapons of Mass Destruction (CWMD) capabilities; a thorough knowledge of Department of Defense and Air Force publications hierarchy and processes; knowledge of advisory services in support to long-range Air Force war, mobilization, exercise, deployment, and similar operations planning efforts; Comprehensive knowledge of the Federal, DOD, and Air Force operational processes and thorough knowledge of Joint and Air Force CWMD program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; and knowledge of the relationship of the various Air Force and DOD entities involved in the overall chemical, biological, radiological and nuclear (C-CBRN) Program. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of AF CWMD Doctrine, policy, operational concepts and related systems. Knowledge of the National, Joint, and AF CWMD strategy and policy. 2. Comprehensive knowledge of AF and DOD CWMD goals, objectives, and programs to include the USAF's C-CBRN Master Plan and associated Roadmaps, Counter-Chemical Warfare CONOPS, Counter-Biological Warfare CONOPS, and Counter-Radiological CONOPS. 3. Comprehensive knowledge and experience with the AF C-CBRN corporate structure and major stakeholders (i.e., CBRN Modernization Working Group; Policy Working Group; Education, Training and Exercise Working Group; and C-CBRN Council). 4. Knowledge of a wide range of qualitative and/or quantitative methods for a) the assessment of threat delivery concepts, agents, agent behaviors, contaminant mitigation strategies and decontamination technologies; and b) improvement of Service level plans and programs for conducting operations in a CBRN environment. 5. Ability to analyze, trace, and synthesize complex CBRN technical and operational issues through a hierarchy of published policy, instructions, manuals and other guidance. 6. Knowledge of the AF Capabilities Development Council (CDC) and Joint Capabilities Integration and Development System (JCIDS) processes and products. Demonstrated ability to interpret technical CBRN information in terms of operational effects. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
