Job Description

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes 1)Serving as a key staff level member providing direction, guidance, and oversight of the policy, requirements, and resources for execution of Air Force wide accession and training program (2) Developing advance plans to ensure timely introduction of new or revised procedures, techniques, or operational concepts into the accessions and training programs (3)Ability to develop and implement new program goals, objectives, systems and concepts to enhance program effectiveness and mission support (4) Comprehensive knowledge of legislative and regulatory guidance governing the management of Air Force accession and training program. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of public law, DoD, and AF accession, training, reclassification and appointment policies and procedures to include training media principles and development of AF training programs. 2. Knowledge of the AF Corporate Structure (AFCS) process; Planning Programming, Budgeting and Execution (PPBE) process and congressional review procedures. 3. Knowledge of the mission, roles, functions, organizational structures, and operation of the DOD, Air Force, and/or federal organizations that govern, interface with, and/or influence utilization of AF Accessions and Training programs/resources. 4. Expert knowledge of Officer and Enlisted Accession, Training, Reclassification and Appointment program mechanisms to achieve AF goals and requirements. Ability to deal with others in situations that requires utmost tact and diplomacy. 5. Knowledge of the various educational multimedia formats, hardware and software configurations and development constraints, including computer-based instruction, CD-ROM, OTA, RAPIDS, ABIDES, ADSS, IDECS, ITRR, J-Books, and other emerging technologies and computer skills in Power Point, Excel, Word, etc. Ability to communicate effectively with others both orally and in writing, clearly, concisely and with technical accuracy to work out solutions and courses of action to problems and mitigating strategies relating to this work. 6. Ability to work in a multifunctional environment involving management of several priorities and interaction with the highest executive and management levels of the Air Force, Secretariat and DoD. Skill in managing/coordinating multiple priorities, complex activities, fact gathering and use of effective, analytical, and evaluative methods to accurately assess information to make sound analytic and problem-solving decisions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
