Job Description

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the Wire Communications Equipment Installation and Maintenance Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to lead or supervise. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of telecommunications cable principles and trade practices in the installation, maintenance, splicing, modifying, troubleshooting, testing, and repairing copper core, coax, fiber-optic, and LAN cables. 2. Knowledge of electrical and light-wave communications on buried and underground copper core, coax and fiber-optics communications, and LAN systems; knowledge of electrical and light-wave communications of copper core, coax and fiber optic splicing, splicing, splicing diagrams, techniques, and sealing of cables. 3. Knowledge of LAN systems, characteristics and transmission, and the installation, termination, troubleshooting, and repair of LAN cables and associated hardware. 4. Knowledge of the operation of locating buried cable faults, identifying causes of deterioration in cable transmission and tracing buried cable. Along with basic rigging techniques and knot tying (i.e., bowlines, square knots, clove hitch, figure eight. 5. Knowledge of safety regulations, procedures and precautions related to confined spaces safety procedures, oxygen deficiency and enrichment, toxic and explosive gases. Rescue procedures for subterranean environments, and electrical shock and burn treatment. 6. Ability to lead the work of other employees, distribute/balance work assignments, and work accomplishments. 7. Ability to use, update, and process engineering and installation drawings, paper and electronic. Process AF Forms 103, Digging Permits and use standard hand-tools and a variety of electronic test equipment. Physical Effort The work requires frequent bending, pulling wires/cables, working in awkward positions, climbing and workingfrom ladders, walking and prolonged standing, as well as prolonged sitting at and working with a keyboard and video monitor. In addition, the work requires lifting and carrying items weighing up to 20 pounds unassisted, and occasionally up to 50 pounds with assistance of lifting devices or other workers. Working Conditions Work is performed inside and outside in all types of weather. Inside work area can range from well-lighted, heated, and climatically controlled, to poorly illuminated work areas such as attics, crawl spaces, and basements. Incumbent is exposed to dust, dirt, and falls from ladders. Subject to bruises and minor cuts from handling cable and equipment, and from using hand tools. Work requires employee to wear protective clothing such as steel toe shoes, goggles, ear protection, gloves, and/or hardhats. The employee may work with hazardous materials such as asbestos and will be required to wear protective clothing and gear such respirators and protective suits. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
