In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes substantial knowledge of the Air Force Materiel Command's support role of the Research, Development, and Acquisition (RD&A) of Air Combat Command (ACC) requirements. Must be thoroughly familiar with the concepts used by system program directors to develop, acquire, and field operational weapon systems for the ACC in both peacetime and wartime. Knowledge and ability to develop and direct complex programs requiring application of advanced analytical and evaluative methods and techniques. General knowledge of graphics and presentation applications. In-depth knowledge of the laws, DoD directives, regulations, policies, and methods to analyze data, finance and acquire RD&A systems that applies to initial and replenishment spares, system modifications. assets deployment, foreign military sales, contracting, test, and management procedures. Must have the ability to conceive and formulate recommended corrective action which will effectively aid in solving problems that are identified. Detailed knowledge of budgeting activities, accounting data systems for funds execution and Program Objective Memorandum (POM), organizational structures and mission needs of subordinate unit functions, their relationship to other base functions and their missions to ensure review, edit, revision, and approval of budget requirements. Extensive knowledge of programming, budgetary, accounting and cost analyses techniques, interservice agreements, system support functions, manpower accounting system, POM data systems, forecasting methodologies, with experience in their said application to the Air Force and ACC roles, missions and resources is necessary for satisfactory performance of this position for the purpose of assessing system impacts from the resource perspective. Serves as the modernization representative on the ACC Group Level Corporate Structure. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to formulating program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide planning and programming functions and activities on a wide range of Planning and Programming requirements integration leading to development, testing, and acquisition of all current and future AF and ACC requirements. 2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or advises the SDPPBE Corporate Structure on all RD&A matters. Is the senior advisor to the Director of Plans, Programs, and Requirements and ACC staff throughout the Modernization Planning Process and SDPPBES cycle on requirements/resource matters as they relate to AF-wide RD&A programs. Provides advice to the Director of Plans, Programs, and Requirements and ACC staff to effectively plan, program, budget, and execute all Office, Secretary of Defense (OSD) appropriations in support of ACC modernization requirements. Directs the Mission Teams (MTs) tasked with planning and implementation of the Strategic Planning Process (SPP). Plays a pivotal role in policy development conferences and manages integration of all ACC Mission Areas (MA). 3. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
