Primary purpose is to serve as Airspace manager in support of Headquarters 58th Special Operations Wing (SOW) and advise commanders and operations officers of the 58th SOW, 58th Operations Group (OG) and 58th Operations Support Squadron (OSS) on Airspace and encroachment issues. Work will include administrative functions and frequent interaction, with other people.

Job Description

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to Airspace Management issues or problems concerning the efficiency and effectiveness of the Airspace Management program toward development and/or improvement of Airspace configurations, routings, air traffic density, etc. Must be articulate in Airspace management objectives as well as the missions and goals of the 58 SOW and the processes by which these events occur; Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of program and related Airspace, Air traffic Control management resources (e. g., people, money, equipment, training); Knowledge of military command structure, Aircrew/Flying training missions, programs, and organizational relationships and program goals and objectives of Airspace Management, the sequence and timing of key events and milestones, and methods of evaluating the effectiveness of the program; Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization to plan and implement airspace utilization. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of International Civil Aviation Organization, Federal Aviation Regulations and military regulations regarding Airspace and Airspace issues. 2. Knowledge of navigational aids, flight data and Notice to Airmen (NOTAMs) system. 3. Knowledge of rotary wing or fixed wing tactical and non-tactical operations. 4. Knowledge of communication techniques, principles, and regulations in order to communicate effectively, both orally and in writing in response to work related problems and questions. 5. Knowledge of environmental impact analysis process. 6. Skill in reading aviation and topographic maps and charts. Skill and ability to use personal computers and associated equipment - does not require a qualified typist. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
