Provide technical training specialist review, advice, and recommendations relative to the fixed wing aircrew training programs application of Instructional Systems Development (ISD) concepts and techniques.

Job Description

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series, GS-1712. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: Comprehensive knowledge of a wide range of professional concepts, principles, practices, procedures, regulations, and laws applicable to a full range of ground-based, aircrew flying training responsibilities such as that gained through extensive specialized training, experience, and skill in applying this knowledge to difficult and complex assignments. A comprehensive, intensive, practical knowledge of instructional concepts, methods, and techniques is required to develop and plan a variety of courses associated with teaching highly technical syllabus curriculum for the flying training program. Knowledge of a wide range of principles, practices, and concepts involved in flight rules and procedures, aircraft characteristics, and aircraft systems to develop the syllabus for courses required through academic instruction and flight simulator missions. Knowledge of the methods, principles, practices, and programs related to curriculum development, instructional techniques, and training resources. Knowledge of DoD, AF, and major command directives, concepts, procedures, guidance, and policy as they relate to Flying Training, as well as knowledge of the installation/command mission and organization. OR EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M with a major study in education or a subject area related to the position to be filled. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Working knowledge and practical experience of military aviation formal training in order to identify training requirements and develop comprehensive formal aircrew training programs. Working knowledge and practical experience of developing and executing an AETC formal aircrew training Syllabus of Instruction (SOI). Skill in developing course materials and instructional methods, principles, and techniques in order to develop self-contained training courses, obtain training resources, and assess overall effectiveness in order to meet identified training requirements. Working knowledge and practical experience of developing requirements and evaluating the design of aircrew training devices, including high-fidelity aircraft simulators, to meet aircrew training requirements. Comprehensive knowledge of military organizational structures to include understanding of the chain of command, command relations, personnel administrative functions such as training records, awards, and officer and enlisted evaluations. Skilled in computer-based training development (CBT), training materials, documents, aircrew manual, and mission planning, related to aircrew training. Skill in use of computers and automated software including but not limited to: GTIMS, STORM, ADLS, MyLearning, and ETCA. Ability in understanding of security training concepts, specialties, procedures, principles, criteria, requirements, technology, and practices in order to establish and operate internal security programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
