The primary purpose of this position is to serve as the Air Force Memorial Facility Manager responsible for the facility operations, maintenance, repair and oversight of future capital improvement execution at the memorial and its associated sculpture and inscription and contemplation structures.

CONDITIONS OF EMPLOYMENT (cont) This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 1640. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.; Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Knowledge of a wide range of management and organizational concepts, principles and practices as it relates to facility administration sufficient to evaluate, adapt or modify procedures and practices concerning property facilities, utility systems, buildings, equipment, plans and grounds, erosion control, environmental compliance, construction safety principles, budget planning and programming execution. Broad knowledge of basic construction requirements, production and facilities systems, e.g., heating, ventilating, air conditioning systems and utility distribution systems. Knowledge of facilities and acquisition policies and guidelines to prepare long range Master Plans. Plans involve operational trends, forecasting requirements, allocation of funds, manpower, equipment and material in accordance with broad policy guidance. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Facilities Maintenance Management Functions, concepts and practices concerning complex technical requirement for facilities and equipment. 2. Knowledge of planning, development, and execution of a multi-year facilities maintenance program. 3. Technical knowledge of construction processes, materials and labor costs associated with facility maintenance. 4. Knowledge of hazardous materials regulations and procedures applicable to external structures exposed to the elements environment and chemicals used for grounds maintenance. 5. Skilled in preparing reports on technical, administrative, and budgetary aspects of the Facilities Sustainment, Restoration, and Modernization (FSRM) program and proficient in office automation and engineering software for creating various documents and correspondence (letters, reports, spreadsheets, database, records management, etc.). 6. Ability to communicate effectively both orally and in writing, and the ability to provide customer service. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
