Job Description
CONTINUATION OF DUTIES: Provides staff guidance and supervision on work to be accomplished, procurement policy, and MCCS mission. Coordinates and integrates the work of subordinate staff into a completed work product. Provides input to the RPO-West Director and Deputy Director on employee performance and skills. Provides training and guidance to new employees. Serves as a primary trainer on procurement functions and procedures. Reviews and comments on staff reports, memoranda, and taskers. Supervises employees to include coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave; recommending and completing personnel actions; completing performance reviews; and signing time cards. Must be alert to alcohol and substance abuse and take appropriate action. Leads effective workforce use that maximizes capabilities, accomplishes workload, and promotes teamwork and staff development. Continually evaluates staffing plans to ensure workload is reasonable and that the staff consists of professional contract specialists. Intervenes and settles contractual discrepancies between staff, requiring activities, and contractors. Plans and adjusts work operations to meet emergency procurement requirements without sacrificing the quality or quantity of own work. In addition to ongoing work, may assume assignment to task forces and special work groups tasked with reviewing, planning, and executing new operational methods and programs. Deals effectively with individuals or groups representing divergent backgrounds, interests, and points of view. Complies with DoD Joint Ethics Regulation, including annual ethics training and confidential financial disclosure form submission. Meets ongoing professional education and procurement training requirements. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Asks questions to determine, verify, and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor or proper point of contact for help when issues arise. Adheres to safety regulations and standards. Uses any required safety equipment and observes safe work procedures. Promptly report any observed workplace hazards, any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. Performs other duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs may be required. QUALIFICATIONS: A Bachelor's Degree in accounting, acquisition planning, business, finance, law, contracts, purchasing, or economics, or a related field appropriate to the work of the position and four years procurement experience with one year of supervisory experience; OR a combination of college-level education and experience equivalent to and that demonstrates skill to solicit, award, administer, and manage complex high-dollar government related procurements, with five years of supervisory experience; OR appropriate specialized experience in soliciting, awarding, administering and managing complex, high-dollar government related procurements requiring source selection procedures, with five years supervisory experience. MCCS experience preferred. Experience in executing a wide variety of contract requirements and types (construction, A&E services, and information technology are highly desired). Knowledge of procurement regulations, contract law, and acquisition planning. Knowledge of government and commercial procurement practices, policies, and procedures. Knowledge of contract administration. Excellent leadership and staff development experience demonstrated a track record of problem-solving and process improvement and the ability to function collaboratively with staff at all levels of the organization. Proficient in using Microsoft Office Suite and excellent interpersonal, written, and verbal presentation skills. Skill to supervise employees in the accomplishment of work. This position is designated a Position of Trust, and the incumbent must be eligible for a background check. Appointment and continued employment are subject to a favorable National Agency Check with Inquiries (NACI) background check. Must file an annual Confidential Financial Disclosure Report (OGE form 450).
