The primary purpose of this position is to to administer stages of all retirement procedure tothe Air Reserve Component (ARC) on behalf of the Secretary of the Air Force in accordance with applicable law (Title 10,Sections 1370, 1448, 8911, 8914, 12731, and 12741), policy, and regulation (AFI 36-3203, AFI 36-3209, DoDI 1200.15,DoDI 1215.07, Dad FMR 7000.14-R).
Job Description
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Positions, Human Resources Assistance, Series 0203. (CURRENT/PREVIOUS FEDERAL EMPLOYEES) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes review products to identify and correct mismatched data in system and to ensure projections and confirmations have consummated and required actions have been taken. Retrieve data from various information sources for use in answering questions, responding to correspondence, or preparing reports or briefings. Use existing database or spreadsheet software to create, enter, revise, sort, calculate, or retrieve data for reports. Independently processes packages and serves as final clerical reviewer prior to action officer signature to ensure package meets substantive and procedural requirements on recommendations received. Establishes local operating procedures (e.g., procedures for processing awards and decorations to appropriate authority, board procedures, etc.). Advice on eligibility requirements for all types of recognition (awards, medals, decorations, and commendations) for military personnel. Research records, laws, and regulations/instructions to determine service members entitlement to awards and/or decorations. Review military and civilian award and decoration strategic instructions at annual intervals and ensure instruction accuracy and compliance with applicable DoD regulations. Provide base military and civilian personnel with current data on changes to regulations. OR EDUCATION: Successfully completed one year of graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts with your application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. Therefore, has a combination of experience and education to meet the qualifications of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. (CURRENT/PREVIOUS FEDERAL EMPLOYEES) One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level.(NO PREVIOUS FEDERAL EMPLOYMENT) One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of and ability to apply an extensive array of HR laws, rules, policies, procedures, objectives, and peculiarities relating to retirement eligibility processes for Reserve and Guard members and to advise lower grade personnel or lower echelons, or to resolve unprecedented or unusual situations/issues and interpret and adapt various guidelines to case oriented cases.2. Ability to gather, analyze and summarize complex data, and develop and present findings.3. Knowledge of human resource information and pay systems and various software programs to create, modify/edit various forms, letters and other personnel documents using a personal computer.4. Skill to communicate effectively, both orally and in writing.5. Knowledge and experience in a specialized background in order to interpret and apply precedents, and resolve complex procedural and substantive problems in concluding transactions and making key decisions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
