Job Description
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support (0802). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes experience of a wide range of principles, concepts, methods. and techniques of engineering principles relating to complex construction practices and procedures sufficient to carry out projects of unusual difficulty and complexity dealing with sophisticated mechanical and electrical systems. Experience of construction techniques sufficient to interpret and explain contract specifications and requirements, and assist contractors in meeting them. Experience of electrical, mechanical, and structural aspects of major construction projects, their installation, operation, and functional requirements sufficient to determine coordination required to ensure all design considerations have been addressed. Experience with engineering and architectural plans and specifications sufficient to read and interpret construction requirements. Experience of testing instruments and construction equipment to check elevations, etc., as necessary for compliance with construction documents. (NOTE: Your resume must support the response you select.) OR EDUCATION: Successful completion of two full years of graduate education or a master's degree. (Note: Degree must be directly related to the position being filled. You must submit a copy of your transcripts to verify education). OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1\. Knowledge of the methods and techniques of engineering principles relating to construction practices and techniques. Accredited classes or certificates desired. 2\. Knowledge of electrical, mechanical, and structural aspects of construction projects. Accredited classes or certificates desired. Knowledge of inspection (Building, Mechanical, Electrical and Fire) and safety practices and procedures in the construction industry. Certifications are desired. 3\. Knowledge of engineering and architectural plans and specification to read and interpret construction requirements. Ability to apply mathematical formulas to compute construction costs, negotiate changes to contracts, and use computer-based programs to record and maintain information involving these activities. 4\. Ability to prepare original and complex drawings using CAD/GIS and peripheral graphic design software and to accomplish difficult drafting/mapping assignments that are neat, accurate, appropriately dimensioned and arranged, utilizing the methods and techniques of drafting to meet applicable drawing standards. Skill in operating and maintaining reproduction machines such as large scale plotters, scanners, and copiers. 5\. Knowledge of global positioning systems (GPS) and conventional surveying methods, equipment and techniques in the measurement or determination of distances, elevations, areas, angles, land boundaries and other features of the earth's surface. Ability to plan, conduct, and record site/facility surveys and inspections. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
