The primary purpose of this position is to serve as the Enterprise Modeling and Simulation (M&S) Information Technology Program Officer and Senior M&S Foundations Technical Advisor for the Air Force Agency for Modeling and Simulation (AFAMS).

Job Description

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade level (GS-13) or equivalent in other pay systems. Specialized experience includes: Integrating complex modeling and simulation (M&S) systems, including interfacing microprocessors and mainframes, telecommunications, and visual information systems, while leveraging advanced programming methodologies and automated data processing (ADP) technologies; aligning enterprise architecture models and strategic IT objectives with organizational policy-making processes, capital investment planning principles, and program performance metrics; and formulating enterprise-level IT specifications that align to business requirements, drafting strategic IT plans, recommending architecture enhancements, and developing metrics to monitor goal accomplishment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of USAF M&S programs, information technologies and cyber security. Mastery of, and skill in applying: enterprise architecture concepts, methods, and practices; project management methods and concepts; and business requirements of the organization. Comprehensive knowledge of information technologies, and cyber security with accountability for the success of programs or projects of considerable breadth. Knowledge of Planning, Programming, and Budget System, financial control, and management of human resources sufficient to lead/manage prototype development efforts. Mastery of the principles, policies, and practices of computer systems acquisition and program management. Ability to apply program manager principles to plan, organize, and realize computer systems acquisition. Mastery of IT related to computer software and hardware design, development, and maintenance. Comprehensive knowledge of IT, systems design and development concepts, and related policies and procedures to provide advice and consultation to systems planners and developers. Expert knowledge of M&S activities, programs, and initiatives of the DoD, especially those of the Air Force. Expert knowledge of the latest advances in M&S technologies to effectively plan program improvements, to evaluate projects/programs, and to represent the interests of the Air Force in the Joint and DoD arena. Knowledge of and skill in applying: acquisition and contracting processes, such as requirements definition, program management principles, writing Statements of Objectives, Statements of Work, and other contracting documentation, performing evaluations of contractor proposals; and evaluating contractor performance. Ability to communicate in writing and verbally. Skill in preparing high-quality written technical reports and in communicating orally to work out solutions to problems and to present project results. Ability to apply tact and logical persuasion, moderate opposing views, and achieve consensus to sell and defend a recommended course of action. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
