Job Description

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes experience in civil engineer standards, practices, and techniques used to maintain, repair, and operate AF real property including nonprofessional architectural and engineering, electrical, plumbing, carpentry, masonry, sheet metal, Heating, Ventilation and Air Conditioning (HV AC), power production, electronic controls, heavy equipment, and entomology. Work typically involves skills required to provide oversight of numerous phases of work, and coordination of aircraft hangar doors maintenance, electric personnel doors maintenance, fire training sites maintenance, airfield and street striping, airfield rubber removal and friction testing, concrete apron repair and replacement, forest tree maintenance, cold storage maintenance and repair, washer/dryer maintenance and repair, etc., solely or in conjunction with projects for which responsibility of contract administration and monitoring has been assigned. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of civil engineer standards, practices, and techniques used to maintain, repair, and operate AF real property including nonprofessional architectural and engineering, electrical, plumbing, carpentry, masonry, sheet metal, Heating, Ventilation and Air Conditioning (HV AC), power production, electronic controls, heavy equipment, and entomology. Knowledge of engineering and construction industry standards and safety requirements, methods, practices, techniques, materials, and equipment to determine compliance with DoD and AF directives, federal, state, and local codes and environmental regulations as well as using automated data processing equipment and programs to administer documentation of contractor compliance and record adherence to quality control performance criteria. 3. Knowledge of business practices and market conditions as they relate to civil engineer programs and technical requirements to assist developing performance work statements and evaluate bid responsiveness, contractor responsibility, and contractor performance. 4. Ability to apply mathematical formulas to compute construction costs, negotiate changes to contracts, and use computer-based programs to record and maintain information involving these activities. 5. Ability to skillfully communicate effectively, both oral and in writing; knowledge of report writing techniques to present factual information clearly, write procurement memoranda, and draft complex or simple contract provisions and supporting documentation. 6. Ability to plan, organize work, meet deadlines, and execute work to meet emergencies or changing programs; ability to analyze, interpret, and apply rules, regulations, and procedures in a variety of situations; and recommends timely and economical solutions to work problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
