Job Description

Conditions of Employment cont. The employee must obtain and maintain a Special Sensitive security clearance. Per AFGM2017-36-04, dated 4 Oct 17, the investigative requirement CANNOT be waived for special sensitive positions. The selectee must possess this clearance prior to starting in the position. In the event the selectee does not possess this clearance, the full investigation and favorable security adjudication must be completed and rendered prior to beginning in the position. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions, Logistics Management Series 0346 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include expert knowledge of the missions, roles, functions, organizational force structures/operations of the Joint Staff, Office of Secretary Defense, Services, DOD Combat Support Agencies, and Service organizations related to posture, enduring locations and force management policy, strategy, programs, processes and guidance. Comprehensive knowledge of analytical (qualitative and/or quantitative) evaluation methods, plus a thorough understanding of the techniques and skills in applying these methods to develop viable logistics analysis, estimates and plans for a variety of operations associated with this command. Extensive knowledge of National and DOD Defense Strategy documents, Joint Operational Concepts, Joint Logistics JP 4 series and Joint Operation Planning JP 5-0 doctrine and process; and of safety and security regulations, practices, and procedures. Knowledge of all activities that will be involved in providing needed logistics support and capable of integrating the actions of each activity into a comprehensive logistics plan in support of, or to be incorporated into, overall USCENTCOM OPLANS, CONPLANS, or OPORDS. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the missions, roles, functions, organizational force structures/operations of the Joint Staff, Office of Secretary Defense, Services, DOD Combat Support Agencies, and Service organizations related to posture, enduring locations and force management policy, strategy, programs, processes and guidance. Skillfully and effectively negotiate in planning, directing, and organizing with personnel assigned and matrixed to the Posture Branch; coordinate and communicate orally and in writing with personnel from the Services, Defense Agencies, the Joint Staff, Office of Secretary of Defense (OSD), the service component commands, and foreign military counterparts, to include senior managers, Assistant Secretaries of Defense Senior Executive Services (SES), and General/Flag Officers. Ability to communicate effectively orally and in writing sufficient to plan, organize, and direct the operations of teams, to work with senior level US and foreign military and civilian personnel across agencies, develop and present presentations and reports, participate effectively on study teams and originate new ideas, projects, and methodologies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
