Job Description
QUALIFICATIONS: In order to qualify, you must meet the Specialized Experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE for GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include In-depth knowledge of Joint warfighting doctrine, unified combatant command structure, operational design, and global command and control constructs with application to Joint weapons targeting doctrine and operations to participate in cross- command OPTs that include representatives from other directorates, combatant commands, services, and agencies working to develop joint fires products; knowledge of the Joint Operational Planning Process (JOPP) and the Joint Targeting Cycle to provide the link between plans and operations in support of OPT's across all event horizons; knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of operations toward development and/or improvement of critical command plans and readiness for conducting major operations such as counter-transnational organized crime, war, mobilization, mission and flying operations, deployment, or similar operations; knowledge of military command structure, missions, programs, organizational relationships and program goals and objectives, and the sequence and timing of key operational events and milestones to evaluate the effectiveness of planning actions related to actual events; knowledge of the various command entities involved in overall planning and execution of operations and evaluations to synchronize targeting and fires initiatives; knowledge of a wide range of planning principles, concepts, directives, practices, methods and techniques, and seasoned consultative skill sufficient to resolve intra and inter command, organization or agency tasks. Typical problems addressed are beyond normal day-to-day processes and procedures and extend to more complicated activities essential to accomplishment of the command mission. OR EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related, education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. NOTE: You must submit copies of your official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
