The primary purpose of this position is: to perform work in a number of occupational safety program elements such as inspections/surveys, evaluations, assessments, mishap prevention and investigation, and safety training of over 350 personnel. As Facility Manager, oversees work order submissions, all unit facility projects, and training and qualification.

Job Description

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the occupational requirements IOR for the GS Safety & Occupational Health Management Series 0018. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience in or related to safety and occupational health that provided the specific knowledge of established safety and occupational health principles, methods, and techniques sufficient to independently perform recurring assignments of a conventional nature to control or eliminate hazardous conditions and mechanical risks which may cause injury to persons or damage to property; Knowledge and skill sufficient to advise and formally instruct supervisor and employees on traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures; Knowledge of the requirements, methods, and techniques of accident/mishap investigation of normal safety and occupational health risk areas, to include factfinding, analysis, risk assessment, resolution of safety problems, and preparing and submitting formal reports. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. NOTE: You must submit a copy of college transcripts. ORCOMBINATION OF EXPERIENCE AND EDUCATION: : A combination of graduate level education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of general management functions, practices, and procedures sufficient to understand organizational objectives, safety and occupational health principles, regulations, standards, and work processes of assigned organizational segment; the requirements, methods, and techniques of accident/mishap investigation, analysis, resolution of routine safety problems, and reporting procedures; and risk assessment methods and techniques for evaluating low safety and occupational health risk areas. 2. Knowledge of safety, security, and environmental standards, regulations and requirements, and how to apply them. 3. Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. 4. Skill in Facility Manager work order system; entering data, analyzing data, and collecting data from various sources for project status updates to commander; and ability to interpret schedules and follow various projects including building renovations, upgrades, and equipment installation. 5. Ability to communicate effectively both orally and in writing to brief supervisors, committees, and other groups; gather information; and prepare analyses of problems and reports; and answer questions. 6. Ability to plan, organize work, and meet deadlines. Physical Demands Work requires regular and recurring physical exertion related to frequent onsite inspections and surveys and requiring considerable standing, walking, climbing, bending, crouching, stretching, reaching, or similar movements. Occasionally, there may be a need to lift and carry moderately heavy objects. The work may require some degree of agility and dexterity when it involves inspecting construction sites. Work Environment Work involves regular recurring exposure to hazards, unpleasantness, and discomforts such as moving machine parts, shielded radiation sources, irritant chemicals, acid fumes, physical stresses, high noise levels. adverse weather conditions, and high temperatures form steam lines. protective equipment and clothing may be needed, including but not limited to, hard hat, appropriate safety shoes, earmuffs or glugs, goggles, respirators, and gloves. Other significant facts pertaining to this position are: 1. The work requires the employee top drive a motor vehicle. An appropriate, valid driver's license is required to the position. 2. May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours. 3. Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays. 4. Noncritical Sensitive: Must be able to obtain and maintain a Secret security clearance. 5. Proficiency in Microsoft Office products (Excel, Word, PowerPoint, Outlook) PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
