The primary purpose of this position is to serve as a professional civil engineer, performing design, project programming and construction management/monitoring duties in support of a military installation. Job Description

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Civil Engineer 0810 series. BASIC REQUIREMENT: Education: Degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering (https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf). In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE FOR GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of civil engineering concepts and principles and standard engineering practices, methods, and techniques to perform routine projects or minor phases of a larger and more complex project; and computer aided design and drafting (CADD) programs to perform routine design and drafting assignments; Skill in preparing graphs, curves, or tables; Ability to search technical reports, manufacturers' catalogs, and other guidelines to obtain information; Ability to use relevant software programs and use computer aided design and drafting programs (CADD). OR EDUCATION FOR GS-07: I have 1 year of graduate-level education or superior academic achievement that is directly related to the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION for GS-07: I have less than the full amount of specialized experience described in job opportunity announcement; however, I have completed some graduated-level education as described. Therefore, I have a combination of experience and education. SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of civil engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture to perform routine projects with complete responsibility, or portions of large, complex projects; Knowledge of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; and standard contracting regulations, practices, and procedures; Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. OR EDUCATION FOR GS-09: I have successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. OR COMBINATION OF EXPERIENCE AND EDUCATION for GS-09: I have less than the full amount of specialized experience described in job opportunity announcement; however, I have completed some graduated-level education as described. Therefore, I have a combination of experience and education. SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of civil engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines; Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements; of environmental principles, laws, and regulations; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; Knowledge of automated data processing concepts, systems capabilities; and knowledge of program planning and budgeting cycles, financial control and budget systems and management; Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings sufficient to convey design concepts and ideas and formulate working drawings. OR EDUCATION FOR GS-11: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION for GS-11: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. SPECIALIZED EXPERIENCE FOR GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of civil engineering concepts, principles, and practices applicable to a broad range of engineering, construction management, life cycle management, etc. and related assignments; Knowledge of design and construction practices and techniques in establishing design parameters and preparing project justifications and specifications; Knowledge of drafting techniques and conventions and drafting skills sufficient to convey design concepts and ideas and formulate working drawings; Knowledge of and familiarity with related fields of work such as architectural, electrical, mechanical, structural and environmental engineering sufficient to ensure that areas of overlapping responsibilities receive proper design considerations; Comprehensive knowledge of the installation/command mission and organization; Broad understanding of state and local jurisdictions over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services.
