Job Description

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of advanced concepts, principles and practices in security administration and intelligence, and skill in applying this knowledge to difficult and complex work assignments, and to guide the work of other specialists or comprehensive, intensive, practical knowledge of security and Intelligence Community relationships and DoD SCI programs and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Knowledge of a wide range of advanced concepts, principles, criteria, requirements, technology, and practices involved in security and Intelligence Community relationships. Ability to use knowledge primary area of expertise, also knowledge of other security specialties in resolving major conflicts in policy and program objectives. 2. Knowledge of SCI and collateral security doctrine, operational methodology, requirements within DoD SCI programs, and Tactical SCI facility and Temporary Secure Work Area requirements. Thorough knowledge of requirements outlines in the National Industrial Security Program Manual. 3. Extensive knowledge of DoD & DNI regulations regarding SCI eligibility. Knowledge of safety and security regulation, practices, and procedures. Incisive ability to evaluate personnel security standards. 4. Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations. Technical authority on development and interpretation of guidelines, policies, and regulations covering security operations (physical, personnel, information, and industrial), and organizations that provide guidance. 5. The ability to make accurate and timely SCI personnel, physical and information security decisions affecting real world contingency and war-fighting operations. Ability to understand and follow technology advances in the Information Systems Security field and perform assignments with multiple projects with application for different systems and make recommendations for adjustments in basic policy for implementing guidance for security techniques, practices, and methods based on analysis of published guidance. Ability to plan, organize, and direct the functions and staff of an organization and establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 6. Ability to communicate orally and in writing, clearly, concisely, and accurately to a large range of audiences including subordinates, senior military and civilian leaders, peers in other organizations, and customers. Skill in working out solutions to problems or questions related security efficiently and effectively, writing clear and concise recommendations and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5/Code O. 3. This position is designated as a key position IAW AF policy. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. 4. Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
