Job Summary

The position is located in Washington DC at the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), within Veteran Readiness and Employment (VR&E). The primary purpose of the position is to assist the Deputy Director and the Executive Director, VR&E, in leading the development, implementation, and ongoing management of national VR&E policies, program strategies, regulatory and legislative coordination, and enterprise-wide program initiatives.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:08/13/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-15 position you must have served 52 weeks at the GS-14 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-15 Grade Level: Specialized Experience: Applicants must have at least one year of specialized experience at the GS-14 grade level or equivalent. Specialized experience is defined as experience researching, drafting, and issuing program policies, procedures, directives, and operational guidance for significant government programs; interpreting laws, regulations, and policy to develop and implement standardized procedures and internal controls; evaluating existing policies and procedures to identify gaps or deficiencies and recommending revisions to improve program effectiveness and compliance; and developing, coordinating, and delivering training materials, guides, and instructional content to educate staff on new or revised policies and procedures. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Position is sedentary.
