Job Summary

As NEXCOM CEO, you will provide strategic direction and executive leadership for a worldwide enterprise encompassing Navy Exchange retail operations, hospitality and lodging, Ships Stores, the Navy Uniform Program, Navy Clothing and Textile Research Facility, and Personal Telecommunications Program Office. You will have full responsibility for the organization's strategic direction, operational performance, fiduciary stewardship, technology, and enterprise-wide mission execution.

Basic requirements for entry into this NF-06 (non-appropriated fund) position (SES equivalent) include the following: Applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive-level managerial capability and directly related to the skills and abilities outlined under Technical and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the NF-05 level, Military O6 level or above (preferred), GS-15 grade level in the civil service, or equivalent Senior Executive positions with federal, state, or local government, the private sector, or non-governmental organizations. A four-year bachelor's degree in a relevant field or a combination of college education and experience may be used in determining basic qualification requirements. Prior military service at the O-6 level or above is preferred. TECHNICAL QUALIFICATIONS (TQs): 1. Enterprise Leadership and Strategic Management Demonstrated senior-level leadership experience directing senior managers and managing diverse programs within a large, complex, geographically dispersed, and multi-functional organization, including enterprise support functions; increasing efficiency; and developing and implementing corporate-wide policies and strategic direction to advance mission objectives and business performance. 2. Business Operations Demonstrated experience overseeing senior leaders responsible for core business operations, including organizational controls, operating budgets, profit forecasting, capital planning, contracting, vendor performance, and fiduciary oversight in a retail, services or governmental environment. Experienced in guiding retail and hospitality divisions, with accountability for store operations, merchandising, retail services, and civilian human resources policies and procedures. 3. Strategic Relationships and External Engagement Demonstrated experience building and maintaining effective working relationships with individuals and organizations, including Federal, state, and local agencies; members of Congress; the military and MWR community; media; industry; and professional organizations, regarding management and operational policies and practices. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Professional/Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to address the ECQs. Instead, you should attach proof [e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)] of your eligibility for noncompetitive appointments to the SES. SES QUALIFICATION REQUIREMENTS Applicants seeking an initial career appointment to the Senior Executive Service (SES) must demonstrate possession of the Executive Core Qualifications (ECQs) and the Technical Qualifications (TQs) identified in this announcement. The resume must provide specific examples of experience, accomplishments, education, and results that demonstrate the applicant's qualifications. Applicants should clearly demonstrate how their experience relates to each ECQ and TQ, including the scope, complexity, and impact of their leadership and accomplishments. Accomplishment Record - ECQs and TQs: A separate document addressing each of the position's Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) is required. Applicants must provide specific examples of accomplishments that demonstrate their proficiency in the critical job-related competencies identified for the position. Responses will be evaluated by a panel of trained raters against competency-based benchmarks. Executive Core Qualifications (ECQs): Accomplishment statements addressing each ECQ must not exceed 6 pages in total. Current or formerly certified appropriated-fund SES candidates may provide a copy of their certified ECQs or certification in lieu of submitting new ECQ narratives to satisfy this requirement. Technical Qualifications (TQs): Accomplishment statements addressing each TQ must not exceed 3 pages in total. There is no minimum page requirement for the combined ECQ/TQ Accomplishment Record; however, the total document must not exceed 10 pages. The ECQ and TQ Accomplishment statements must be submitted as a separate document from the resume. Three professional references, one of whom must be the current supervisor if currently employed, or their most recent supervisor if not currently employed. ADDITIONAL REQUIRED DOCUMENTS: Applicants are required to submit the following supporting documentation if applicable: CURRENT OR FORMER SES MEMBERS: Must provide your SES appointment SF-50 (Notification of Personnel Action), and an SF-50 showing current career SES status or career SES reinstatement eligibility. SES CANDIDATE DEVELOPMENT PROGRAM (SESCDP) GRADUATES: Verification of successful completion of an OPM-approved SESCDP and OPM SES QRB certification. CURRENT OR FORMER FEDERAL CIVIL SERVICE EMPLOYEE: Must provide a copy of your Notification of Personnel Action, Standard Form 50 (SF-50) or equivalent personnel action form reflecting you are a current Federal Civil Service employee.
