Job Summary

As an HR Specialist (Compensation) at the GS-0201-13, you will be part of OPM's Federal Talent Management Center. If selected, you will be responsible for serving as a senior compensation and payroll advisor, overseeing pay and leave policy, payroll operations, and customer projects for serviced Federal agencies.

Job Description

Specialized Experience for the GS 13: Your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-12 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL the following duties: Serving as a subject matter expert on Federal pay, leave, payroll, and time and attendance, utilizing automated HR systems (e.g., EPP, MyPay, GovTA, QuickTime) to research, interpret, and apply applicable laws, regulations, and policies; and Overseeing compensation, payroll, time and attendance, or leave administration functions, including resolving complex issues and identifying process improvements; and Conducting independent analysis of pay, leave, or compensation records to detect discrepancies, resolve overpayments, process retroactive adjustments, and support waiver or hardship decisions; and Directing audits or quality assurance activities related to pay, leave, incentive payments, or HR transactions to ensure accuracy, compliance, and effective internal controls. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
