The position is located in the Office of the CFO, Office of the Executive Director, Gulf Coast Ecosystem Restoration Council (Council). The position of financial analyst is located in the Office of the CFO and is responsible for independently planning and executing activities involving financial research, problem formulation, and analyses, reporting the results of analyses and research, and recommending solutions or changes to current processes and procedures

Job Description

You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: - Developing, recommending, and implementing solutions to current and anticipated financial management problems, including analyses of novel business issues not previously examined, and presenting findings to diverse audiences to gain consensus; AND - Determining and recommending revisions to accounting concepts applied in daily operations, requiring extensive knowledge of accounting principles, including the review and analysis of financial statement reporting.; AND - Providing technical assistance and policy advice to internal/external officials in formulating policies, programs, and revising procedures. For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: -Performing financial analyses and evaluations of financial statements, including ad hoc, cost-benefit, forecasting and providing critical information to management in the areas of planning and forecasting methodologies and procedures AND - Interacting with various staff members to validate and update cash management policies and procedures including reviewing and evaluating audit findings. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. For the GS-12, you must have been at the GS-11 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
