Job Description

GS-9: To be qualified at the GS-9 grade level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a Combination of Education and Experience. Specialized Experience: At least one full year of specialized experience equivalent to the GS-7 level in Federal service maintaining and administering a variety of budget and financial management activities; administering a variety of routine contracting and procurement activities; providing administrative support services in areas such as space management, purchasing supplies and equipment, security, internal controls, mail, records, reproduction services, forms management and communication services, office automation, information management and communications hardware and software; and coordinating a variety of facility maintenance and/or repair activities for workspaces. OR Education: One of the following types of education in a related field (e.g., Business, Accounting, Finance): Master's or equivalent graduate degree (such as an LL.B.); OR 2 full years of progressively higher-level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. OR Combination of Specialized Experience and Education: A combination of specialized experience and graduate education which when combined meets 100% of the requirements for the position. Only graduate education in excess of one (1) full year is creditable. To compute the percentage divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify for this grade level. GS-11: To be qualified at the GS-11 grade level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a Combination of Education and Experience. Specialized Experience: At least one full year of specialized experience equivalent to the GS-9 grade level in Federal service formulating, justifying, and monitoring the execution of an office budget; reviewing requisitions, products and services; identifying cost-benefit relationships between budget and program goals; and analyzing and making recommendations to support service functions in areas such as space management, purchasing supplies and equipment. OR Education: One of the following types of education in a related field (e.g., Business, Accounting, Finance) a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher-level graduate education leading to such a degree; OR LL.M., If related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. OR Combination of Specialized Experience and Education: A combination of successfully completed graduate education and experience which when combined meets 100% of the qualification requirements for the position. Determine your total qualifying experience as a percentage of the experience required for this grade level; then determine your education as a percentage of the education required for this grade level; then add the two percentages. The total percentage must equal at least 100% to qualify for this grade level. In order to qualify based on a combination, graduate education must be in excess of two full years. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
