Job Summary

The Office of the General Counsel (OGC) is seeking a Supervisory General Attorney (Assistant General Counsel) in the General Litigation and Administrative Practice Group in Washington, DC. As an Assistant General Counsel (Labor, Employment, and Litigation), you will handle litigation against the Commission and provide advice and represent the agency on matters involving employment and labor law and related matters.

Qualifying experience may be obtained in the private or public sector. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement. BASIC REQUIREMENT: All applicants must possess the following: J.D. or LL.B. degree --AND-- Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. (Note: proof of bar membership will be required before entry on duty. MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement. SK-17: Applicant must have four (4) years of post J.D. work experience identifying legal issues, providing legal analyses, providing legal solutions/recommendations, and preparing legal documents, such as memoranda and correspondence, which also includes at least three (3) years: Providing legal advice (both written and oral) to senior agency officials on legal issues relating to federal statutes, rules and regulations including experience advising on labor law, labor relations, and employment law (e.g., performance, conduct, and disciplinary issues and actions); AND Representing a federal agency in federal court or administrative litigation; AND Supervising, leading or providing guidance and direction to subordinate staff (e.g., on labor and employment law matters). ACCOMPLISHMENT RECORD COMPETENCIES: Your Accomplishment Record narratives should address the following competencies. See the How You Will Be Evaluated section below for more information: Critical Thinking - Considers a variety of factors, general and subject matter-specific, when making decisions and determining next steps in a case. Civil Litigation - Implements litigation strategies and represents the Commission in court or administrative proceedings. Legal Analysis and Advice - Utilizes expert legal knowledge to apply relevant law to the facts of each matter and effectively communicates advice based on that analysis. Developing and Managing Others - Ability to recruit, develop and manage the workforce to meet organizational goals, with little or no guidance.
