Job Summary

As an HR Specialist (Information Systems) at GS-0201-13, you'll join the USA Performance Product Development Team to advance an automated performance management platform. You'll collaborate across teams to deliver solutions that reduce administrative burden, improve customer experience, and support data-driven performance management for federal agencies.

Job Description

For the GS-13: You must have one full year (52 weeks) of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-12 grade level. You must include evidence of this specialized experience in your resume, including dates of experience (month/year), to be considered qualified for this position. Specialized experience for this position must have included ALL of the following: Analyzing stakeholder needs and translating them into clear, testable user stories, business requirements, and acceptance criteria that support successful product delivery. Conducting complex data analysis to identify trends and gaps and provide recommendations that enhance system functionality and user experience. Collaborating with product owners, technical teams, and cross-functional stakeholders to build shared understanding and ensure solutions meet business goals. Identifying risks, dependencies, and process gaps, and recommending practical, value-driven solutions that strengthen product reliability and delivery efficiency. Applying experience with automated performance management systems or HR technology solutions that support employee performance processes and workflow management. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
