Job Summary

This position is located at Departmental Offices,Treasury Common Services Center, Office of the Deputy Administrator for Human Resources Services. As a/an Human Resource Specialist (Learning Program Manager), you will serve as an advisor in planning and managing curricula for learning and development programs which includes designing, delivering, and reviewing programming.

Job Description

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience for the GS-14, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as experience: Providing technical advice, guidance, and recommendations on workforce training and development design; AND Developing new and evaluating established learning and development training courses; AND Performing strategic planning and conducting studies in the areas of training and development; AND Experience leading and overseeing the full lifecycle of contract procurements, including strategic planning, acquisition, administration, and close-out activities for programs. Specialized Experience for the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as experience: Generating data and reports to assess agency training needs.; AND Designing and delivering instructional activities for face to face and virtual environments; AND Using analytical techniques to evaluate and identify root causes, to identify training needs and to develop or improve talent development programs or projects; AND Experience managing and coordinating the full lifecycle of contract procurements, including planning, acquisition, administration, and close-out activities. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
