Job Summary

As an Administrative Management Specialist with Healthcare and Insurance, Office of Personnel Management, you will manage administrative operations; analyze administrative issues; coordinate executive activities; serve as a liaison with internal and external stakeholders; manage correspondence and document workflows; and support travel, purchasing, personnel, and other office operations.

Job Description

To qualify for the GS-09: A. You must have one year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the private or public sector) performing ALL of the following: coordinating administrative activities such as meetings, schedules, and correspondence in support of a program or organizational office; preparing routine written products such as correspondence, summaries, status reports, briefing materials, for review and approval; and gathering and compiling administrative information from internal and external sources to assist in identifying issues and support office operations. OR B. A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree of LL.B or J.D. Such education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as Public Policy, Finance/Accounting, Business Administration, or Human Resources. OR C. A combination of education and experience to qualify at this level. To calculate your percentage of education, divide the number of graduate semester hours earned, in excess of 18 semester hours, by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds. To calculate your percentage of experience, divide the number of months of full-time experience by 12. If your experience was part-time, convert to full-time by dividing the number of hours worked per week by 40 then multiply by number of months worked. Add the percentages. The total must equal at least 100 percent to qualify. To qualify for the GS-11: A. You must have one year of specialized experience at the GS-09 grade level (or equivalent) performing ALL of the following: coordinating administrative activities such as meetings, schedules, and correspondence to support the efficient operation of a program or organizational office; reviewing correspondence, reports, decision packages, or other documents for completeness, timeliness, and procedural requirements; preparing written products such as correspondence, summaries, status reports, briefing materials, talking points, or recommendations for management; AND analyzing administrative information to identify issues and recommend improvements to office processes or procedures. OR B. Have a Ph.D. or equivalent doctoral degree or completed at least three full academic years of progressively higher level graduate education leading to a Ph.D. or LL.M. if related. Such education must demonstrate the competencies necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study. (NOTE: You must include copies of your transcript(s) with your application to verify eligibility.) OR C. Have a combination of the education described in "B" above and specialized experience described in "A" above such that the percentage of required experience plus the percentage of required education equals 100%. (To calculate, first determine your total number of graduate semester hours, and divide that number by 18. Next, divide the total number of months of qualifying experience by 12. Then, add your percentage of education and experience. The two percentages must total at least 100% for you to qualify based on your combination of education and experience.) Only graduate education in excess of two years (i.e., 36 semester hours or above the Master's level) may be combined with experience. (NOTE: You must include copies of your transcript(s) with your application to verify eligibility.) Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-09 grade level is required to meet the time-in-grade requirements for the GS9/11 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
