Job Description

BASIC REQUIREMENT: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-13] in the Federal service. Specialized experience is defined as meeting ALL of the following: 1) Directing Utility Billing Operations: Directing, coordinating, or managing commercial utility billing operations, which includes overseeing the accurate calculation, validation, and issuance of bills for power or transmission customers, and resolving high-value billing disputes; 2) Managing Billing and Financial Systems: Serving as a project lead or system sponsor for the development, implementation, and testing of complex billing software, database systems, or utility integration tools (such as connecting metering, scheduling, contract, and accounting databases); 3) Implementing Financial Controls and Policies: Developing, updating, or enforcing billing adjustment policies, internal audit controls, and quality assurance procedures to ensure financial accuracy, compliance with regulatory standards, and protection of revenue data; 4) Leading or Supervising Professional Staff: Leading, supervising, or directing the work of professional and technical staff, which includes assigning work, setting priorities, evaluating performance, and providing technical guidance to resolve operational issues. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
