Job Summary

This position is assigned to the Non-appropriated Funds (NAF) Regional Contracting Office; Fleet and Family Readiness (FFR) Division; Commander, Navy Region Mid-Atlantic; Naval Station Norfolk. The purpose of this position is to serve as the Contract Specialist in providing procurement and procurement-related support to Navy Region Mid-Atlantic (NRMA). Incumbent provides specialized expertise in the procurement of supplies and services.

A qualified candidate possess the following: Knowledge of nonappropriated and appropriated fund procurement operations, policies, and procedures. Knowledge and application of Federal statutes, Department of Defense (DoD), Department of the Navy (DON), and CNIC procurement/contracting regulations as well as various industry practices, publications, and trends. Knowledge and application of automated accounting systems and on-line computer programs. Experience and Skill in the use of a computer including automated systems (e.g., Word, Excel, Power Point, spreadsheets, databases, etc.). Experience and Skill in analyzing/evaluating records, reports, regulations, and other relevant materials pertaining to procurement/contracting, and in preparing reports. Experience and Skill in conducting subject matter related training. Ability to communicate effectively both orally and in writing.
